Bank charges, not with bank anymore

Does anyone know if you can reclaim bank charges if you are no longer with the bank anymore.
My partner has a ton of charges but is no longer with the banks the charges were taken from, he also has an IVA which if we could reclaim his charges we could pay a big chunk off.
