Canterbury ticket

From Canterbury city council I have a penalty charge notice which states

The traffic management act 2004 s78; civil enforcement of parking contraventions (England) general regulations 2007; civil enforcement of parking contraventions (England) representations and appeals regulations 2007

Is this one I can ignore or is it a council one that must be paid?

Issued at 19:30 last night and I am about to board a ferry to France.

Cant pay within the 14 days as out of the country.

Can I appeal for an extension for the reduction as their offices are shut, I have my booking which will prove I left the country before they opened?

Will check back when I arrive at the Gite tonight.

    No, this is not one to ignore. When you can post up details and the ticket, with personal bits erased first. Thats both sides of the ticket.

    I can if it is legally enforceable. If it doesn't meet with the basic legal standards then it gets spent on more wine.

    One very important question would be...Are you disabled? if not then I don't really have any sympathy.If you are then surely you can challenge the PCN by proving you had the necessary permit but just forgot to display it.

    I'm not but the wife is. I didn't display that is a fact and I am quite prepared to pay up if the ticket is validly issued. However a great many are unenforceable due to there wording so I wanted to know if it was spot on or not before parting with my hard earned.

    Wrote in to them and they allowed the informal appeal and cancelled the PCN.
