UTCCR's applied to PCN's?

I appealed and won many PCN's, but others I either left too long, paid at half-price or occasionally lost. There is only one short avenue of appeal, that's part of the problem with the system as is and without the Bill Of Rights et al.
At first one appeals to the local authority. They always refuse the appeal and give the option of payment or further appeal through a hearing at NPAS. NPAS tended to be more impartial, if you had a watertight case you'd win, however they are funded by the same local authorities.
Even winning cases still uses a lot of time and generates a lot of paperwork, in fact I suspect they try to win by burying appealants under paperwork. I appealed partly out of principle too, feeling the need to stand up for our rights; many people just pay the half-price-within-14-days PCN because it's not worth the effort.0
