Can OH get Job Seekers

Can one of you advise.
OH worked PAYE until Sept 08, then worked SE for 3 months and has been paying ~£11/m for NI and has continued this DD.
Claimed JSA for Jan and Feb this year. Job came up and he stopped claiming mid Feb although the work didnt start proper until 10th April until last week (ended because guy had major op and cant continue his business - prob bankrupt anyway)!! - this guy doesnt seem to have paid his tax and NI (I rang tax office) - although OH gave him his P45 and he 'said' his accountant was handling it(thats another story).
Just want to know if any point filling in all these forms to claim for contribution based - assume we cant claim income based as I work SE as childminder with net profit of £6k although basically full-time.

    He should be entitled to the balance of the 6months not used by the previous claim.
    The current NI years being looked at are 06-07 and 07-08 so he should be ok for at least something, but may not be more than 3-4 months.
