Spreading The Cost Of Repairs - Help

In the block of flats I live in, out of the 8 of us, 2 are tenants of (I think) private landlords.

The guttering at the back needs replacing and there is also work required at the front also.

A notice was put up to get names for agreeing to pay for it and the 6 private owners put their names up and one of the tenants gave his landlords details. We have contacted the landlord in question by telephone and have written to him but he seems reluctant to want to help. The other tenant isn't interested at all in speaking with any of us about it.

Is there anything we can do to force the landlords to pay up? It seems unfair that the 6 of us have to cover the 2 other additional costs. I am now reluctant to pay my share as I don't see why these two landlords should benefit without putting their hands in their pockets.
