problems with builder

hi there,
hired a builder to carry out some roof repairs and fit new french doors and double glazing throughout house - agreed a price of £5k-ish and he said work would take 2 weeks. agreed to pay £3000 up front to cover costs of windows and french doors.
Roof work and french doors were completed in 3 weeks, but he then said he was going to use the company who makes the windows to supply them for me, and he was waiting for a date from them.
I was due to go on holiday on the 2nd June, and he was pestering for the full payment to be made before I went so that he could pay for skip/labourers etc. I said there was no way I was going to do this, but would pay a further £500. He gave me a date of 15th June for the windows to be fitted.
I got back from holiday yesterday to find that not only have the windows not been fitted, but he has also not paid for the skip - the contents of which have now been emptied onto my front garden!
Is this a police matter?? It has been 2 months now since work started

Im sorry to hear that you are being messed about, I have had very little luck with tradesmen myself recently!
In respect to your question as to whether this is a Police matter, the answer im afraid is no. Its definitely civil.
Have you tried to speak to him since you got back? May be worth also speaking to the window company (if you know who they are) to see what the progress of the order is.

my dad spoke to him on Saturday, but ive been trying to get hold of him since i got back but hes not answering his phone.
