options for getting halifax rate decrease

Hi all,
newbie posting so please be gentle
I have been on a pyment agreement with halifax cc (along with others) since October 07. They eventually agreed to not charge me interest for a year (after they kept charging me full interest until May 08) and that was fine. my agreement is to pay £ 168 per month. my balance is now
£ 14680.00 and they say the MUST charge me 1% interest from now on.
Therefore, if I continue to pay my £ 168.00 per month and they are charging me £ 148.00 interest I am in effect only paying £ 20 per month off of my Debt.
My question is a two wayer really:
1 what can I do to get them to reduce/stop the interest
2 what will happen if I don`t pay anymore
