To get carers allowance he must either be getting AA or DLA.
ETA: more info
Carer's Allowance is a taxable benefit to help people who look after someone who is disabled. You do not have to be related to, or live with, the person that you care for.
Who can get Carer's Allowance?
You may be able to get Carer's Allowance if you are aged 16 or over and spend at least 35 hours a week caring for a person who gets either:- Attendance Allowance
- Disability Living Allowance at the middle or highest rate for personal care
- Constant Attendance Allowance at or above the normal maximum rate with an Industrial Injuries Disablement Benefit
- Constant Attendance Allowance at the basic (full day) rate with a War Disablement Pension

To claim carers allowance, you would need to be caring for your dad for 35 hours or more per week. He would need to be in receipt of either: Attendance Allowance, disability living allowance at the middle or higher rate, Constant Attendance Allowance at or above the normal maximum rate with an Industrial Injuries Disablement Benefit, or Constant Attendance Allowance at the basic rate with a War Disablement Pension. If your father does not get one of the above named benefits, you will not be eligible for carers allowance.
The rate is £53.10 per week, reduced penny by penny for any other benefit you receive.
If dad needs care, and you don't qualify for carers allowance, he MAY be able to apply for "direct payments" from the local authority. HE would need to firstly be assessed by social work for his care needs.0
