This bit makes me think you may have a dodgy usb cable

So Windows recognises the device but iTunes does not?
Or Windows recognises that something has been plugged in but cannot identify it?

Are all the itunes / ipod related service started?

First off, if the computer beeps when the phone is connected it means its detected but something with iTunes is stopping it from working so try restarting apple mobile device support

Start>Control Panel>Admininstrative Tools>Open Services>Select Apple Mobile Device> Stop this service and then start again

Try connecting iPhone to the computer and see if it's recognised. If not, uninstall iTunes completely from the computer. This includes uninstalling Quicktime, iTunes and Apple Mobile Device Support. Reinstall and connect the iPhone to a back USB if a desktop or usual USB if a laptop. See if that works.
