This appears during boot but when I close box windows is fine.Would like to stop box appearing at all.Thoughts please

Despite the initial appearance that your PC has been taken over by chav's init.....
This appears to be a rather rare problem somehow related to Windows DEP. Never seen it myself though, it has to be said.
Do yourself a Virus scan with either or both of these online scanners.

Have completed scans with http://www.kaspersky.co.uk/virusscanner
http://security.symantec.com/sscv6/home.asp also malwarebytes,iobit360,cccleaner,superantispyware,spybot,hijack and avira.
ALL give clean bill of health

Not really sure what to suggest, that file is responsible for loading in the users registry settings and environmental variables. All I can think is that something else is affecting it.

You might be best off trying a repair installation of Windows with your CD.0
