The answer is no they don't have to pay out. They can suspend charges for a set period, freeze charges or not make charges for returned items, or they may make a partial payout to the account that has incurred the charges.....there are a few cases where an amount either 100% or higher of the claim has been paid out but it is not the norm.is it true that if back agrees you are in hardship they have to pay out0
