Help with British Gas Tariff

I was wondering whether anybody has the Tariff details for British Gas Price Protection until Dec 2009 for the North West (Manchester Area).
I requested a tariff change in July last year to Click Energy 5 for my Father in Law but have recently found out that they have been billing him for Price Protection in error as the change was never done ( Standard + 10% they have told me).
Could any of you kind people let me know whether this would be a big difference in prices (His bills have been really high due to electic heaters (I know I have told him) throughout the winter period while he was on Chemotherapy.
He has both the Gas and Electric with British Gas.
