Need help on council tax

Hi,
I have a relative who is 63 yrs ( has also applied for disability allowance since she has some issues) old who owns a house jointly with her husband. Her husband lives abroad. Additionaly, he also owns a flat in Uk which he has rented it out.
My aunt does not get on with her husband these days and hence her husband is not willing to disclose any of his financial information to her.
The council will not proceed her application unless her husband's information is provided to the council.
Can someone advise on how to proceed this application with the council? Would she still be eligible to get a discount for her council tax without involving her husband at all?

If her husband has no contact with the address, ie mail being delivered there, registered as his uk address or stopping in the house when he is in the uk then she could just contact the ct dept & ask for a form to be sent so she can apply for the single persons discount.The bigger the bargain, the better I feel.
I should mention that there's only one of me, don't confuse me with others of the same name.0 -
Husbands posts are still delivered at where the wife current address. Can she still npt apply for a single persons discount?0

If her husbands post is delivered to the address then it will be considered his place of residence & to try to claim a single persons discount when somebody else has themselves registered at the address will be benefit fraud.
If he isn't living there & is abroad & has another uk property & husband & wife don't get on, why on earth is his post still going to the house?The bigger the bargain, the better I feel.
