planning permission

our neighbours informed us a couple of weeks ago that they are having a single story extension on the back of the house, this was purely by chance we found out ( my parents had gone round there to ask them something).anyway my parents were told that the builders were going to be there in about 5 weeks, though the extension itself isnt going to effect us in anyway it was still a shock,we always assumed that planning permission was needed and that we should have recieved some form of letter asking if we objected etc ( which we have never recieved). when telling this to someone we know who's been a builder for 20/5 years he mentioned that not only should we have recieved this letter, there should have been some sort of notice outside the house. We had a small single storey extension on the back of our house 10 yrs ago and still had to apply for permission. Do they need permission? any info would be appreciated. Many thanks.

Depends on the size of the extension as to whether it would need planning permission. It may be that they just needed building regulations approval. I think that building regulations approval only is required for extensions under 70 cubic metres, but worth checking with the council.
I have a garage and kitchen extension on the side of my house, which only needed building regs due to the size.0 -

see if they have applications online - ours does including building regs and proper planning ... if you can't find it though - make a note of the number for planning tomorrow.

There's lot of conditions around it but essentially you can build a single storey extension at the rear of the property which is no more than 3m long for an attached house, 4m for a detached house under Permitted Development rules which were heavily updated last October.Everything that is supposed to be in heaven is already here on earth.
