Umm I would pay her back to be honest. She can pursue you for the deposit through TDS and you don't want court fees on top to pay.
You should have ensured your mail was redirected or had the company send the cheque to the correct address in the first place.

You have no right to keep the deposit as I'm sure her tenancy agreement said nothing about redirecting mail, so therefore it was your responsibilty. You could have asked the cheque sender to cancel and send a new cheque to the correct address. Why didn't you?

You could get yourself in a lot of trouble if you keep it. Why risk it going to court? Give the deposit back but maybe if she asks for a reference, you could mention she's not the most honest...0

The tenant has done nothing wrong accept refusing to act as mail redirector.
