He can just go in to the JC and ask them for an introduction for a post office account due to charges, but they will want proof that he can't use the account. He can then take it to the post office and open a card account.

They won't ask for proof at all, they'll take his word for it. And post office card accounts are taking weeks to open ... that's why I suggest he gets giros meantime.0
