Help! How much to bid?

Found a nice flat with garden. Asking price is £290,000. Windows are old and look as if they need replacing. What is a good first bid? Do people normally bid 10% under? New to English system so sorry for draft question. Thanks.

Update - 2 bedroomed with garden in Ealing area of London. Doesn't need repainting but old electrics and windows. Average property was around £320,000 last May and around £290,000 now. Average flat £220,781 and terraced £295,874. (source wheresmyproperty.com)

    The only daft questions are the ones you dont ask. However, do some research and see how much houses have sold for in the vicinity recently, that'll give you some idea. Nobody on here can tell you what might be a decent offer with the amount of info you've given I'm afraid.
