Graphics card advice

I'm looking for a new graphics card but theres so many different makes and they all claim to be the best so I was hoping I could get some advice on what card to buy. I'll list my requirements and I hope someone in the "know" will be able to help me out with a recommendation.
- Pci-Express 2
- 512mb or more memory
- Svideo out
- less than £60

You can afford either an ATi Radeon HD 4670 or a Nvidia GeForce 9600 GT. If you're willing to stretch your budget a little you should be able to bag a superior Radeon HD 4770 for around eighty pounds, or a HD 4830 for slightly less.
If you don't already possess a GPU-assisted transcoding application, a card from the Radeon family may be more cost-effective: the Avivo Video Converter can be had for free, whereas the likes of Badaboom cost money.0
