    28c
is 82 Fahrenheit. And that is hotter than any day so far this year.
I used to be indecisive but now I am not sure.

They will never work then if they work at lower temperature of 28c we lucky to hit 20c

Solar panels have nothing to do with temperature anyway, it's the amount of sunlight falling on them that determines the output (if you are referring to solar PV rather than solar hot water).
There are an awful lot of cowboy solar hot water firms around, you would be advised to take local advice and not to buy from a firm that just bungs promotional literature through your door.

PS: just looked at their website and the claim is thet they work down to minus 28C. Usual rubbishy claims that they it will supply 70% of your hot water requirements.

I can't recall many days last winter when it fell to -28C and was still bright and sunny enough to make solar panels work...
apart from anything else, the whole plumbing system would most likely have frozen solid by then anyway.

Unless you have a very good reason to do it (and a good technical background e.g. degree) then the short answer is don't do it.
