I very, very occasionally talk to my neighbours - i've spoken to the bloke on the opposite side to me once or twice in the past week or so as he's been quite concerned with the gang in the lobby.

Yes, 100%. I've actually seen the previous tenant since he moved out a few years ago and he told me that when he was burgled, i believe for the 4th time, he wrote something on the wall that implied that it was a targeted "hate crime". He was moved out within a few days, and the council didn't do anything to the flat - just moved the current tenant in. He told me during the course of the conversation that he had had laminate flooring fitted, and i've also seen it as well when I was on the upper landing and his front door was open.
I'm aware of the situation and my rights regarding anti social behaviour and noise, but as i've said, I have no intention of taking it to the council for the simple reason that I do not trust them to keep the complaint anonymous.
I know they're supposed to, but things have happened over the years that have given me no reason to trust that someone in the office won't let something slip to the wrong person.
But then, as i've said, the current tenant upstairs is making a decent effort of keeping the noise down currently so as long as the status quo maintains, then I will continue to look for a local exchange and try and swap that.
If she goes back to her old ways then obviously i'll have to look at the situation as it stands.0 -
I wasn't arguing with you Gemini, in fact I had attempted to persuade the OP to do exactly the same as you have done yourself, albeit much less convincingly. It just appears to me, given what the OP has said and reading between the lines that he's given up trying to gain any control over this aspect of his situation and is desperate for some other bail-out plan. I don't necessarily agree with it but I'm not the OP having to live under the same circumstances.0

The council should be able to keep your name out of it but sometimes the person being complained about guesses who is behind it though that's not difficult if only one or two being are being affected by their behaviour.
A court will accept hearsay evidence by the council or ASB unit as the complaint log sheets can have names obscured but it does not carry any where the weight than the complainant/s appear in court as witnesses.
I get VERY frustrated by the system as, for my sins, I am involved in aspects of this work.
Many people keep quite and suffer in silence for fear of reprisals. In fact, reprisals are very rare but the local authority could ask this to be included within the injunction if this was an issue. Any breach, the person would be arrested and face possible imprisonment. And, for any sceptics, this does often happen.0 -

No - some local authorities have clauses within the tenancy that does not allow laminate flooring anywhere - some have clauses that do not allow this in flats - many more do not make any mention of this at all.
Unless thisis specifically mentioned within the tenancy agreement it is debatable if fitting laminate flooring is an improvement (where permission is needed) or just a floor covering (where permission is not needed)
