Offer withdrawal due post survey report

My friend has just found out that the house she has put an offer has no support in two chimney breasts which were removed in the 70's. What does she do now, does she ask the vendors to get it sorted out? The vendors want a quick sale and this might take time, she is not sure whether this will involve a planning application and how long all this will take? The house is also in a conservation areas, she does not know whether the conservation officer need to be informed? There are two options, to remove the chimney breast in the bathroom and this also houses the boiler and then support the one in the bedroom. Neighbours has to give consent. I have told her it is not worth the hassle and to walk away. It will involve a lot of messy work. She really can do without the hassle, she has already spent £765 with the building survey and besides the house has loads of other issues. She does not want the responsibility of having to get a builder to do the work even if the vendors pay for the costs. I told her that I am sure you can get a builder who can apply to the council and see the job through from beginning to finish. Am I right? I hope she does withdraw her offer. Some advice & experiences from members will be much appreciated. Thanks
