What are your LLU options? Otherwise impossible to say without knowing what exchange you're on.
PS: where do you get a price of £12.99 for BT Option 1 from?No free lunch, and no free laptop

Warrenpoint unfortunately has no LLU providers at present (probably because it's a small and rural exchange), so you're stuck with an ISP providing BT Wholesale services.
All their prices are likely to be on a par with BT, since they are just reselling the BT service. No free lunch, and no free laptop

"BT have set a target date of Q3 2009 for the switch to 21CN for the Wemyss Bay exchange"
