Dropped Kerbs- (again,sorry!)

Hi,
Just had a quote from our LA to drop 6 kerbstones -£830:eek:
I asked them about getting a private contractor to do it but was told we'd need full planning permission. Is this recent legislation
Last time I enquired I was told that verbal permission would surfice as long as the contractor had public liability insurance.
I don't want to risk getting it done by someone else as knowing my luck I'll get found out.
