pre pay meters HELP

I saw a peice on breakfast BBC this morning saying there ws a new EU ruling which had said that all pre pay meter users were paying an average of 17% more than normal customers and that this over payment could be re claimed from your energy provider for the past 5 years. I have looked into this today but cant find any further information on this. DOES ANYONE HAVE FURTHER INFO ON THIS AND CAN POINT ME IN THE RIGHT DIRECTION ?

ive been trying to search online for more on the subject but to no avail what i am going to do is call the energy suppliers to find out what information they have if any!and how to claim for your refund!if i find out anything ill post info online
