council being unrealistic on a payout for damaged wall

sorry if this is in the wrong section,its the best i could find...
my garden wall is badly damaged due to 3x trees on the outside of my garden..cut a long story short the council have addmitted liabilty due to planting too bigger trees to close to the property so asked for 3 qoutes from builders to have them taken down & rebuilt...so submitted 3 qoutes & the avearage was 4k...
they then sent one of there legal engineers/or some sort strucal boff to assess it...they have made me an offer of £1250 & said that one of the two walls should only need poxy resian to fill in the cracks & repointing,well to me that would look bit odd as its just not the joints that have cracked its the bricks aswell..spoke to my builder & he said that the whole lot should be done really if its look rite & also match the new wall...
even if they was only prepared to pay for the main wall which is totaly damaged this would coast in the regoin of £2.8 k so i dont know if there being fair or just trying it on,,what would you do?

I'd tell them to get their builder to repair it if they reckon it can be done for £1,2500

Ask your builder to write a short letter explaining why he thinks it is not possible to repair the wall and send this in to the council0
