I have looked at the saver 2 option on the primus website and read in the small print that there is a 4p charge for all calls. Have I mis-read or missed something or am I looking at the wrong service?

Welcome to the MSE forums Aled.
You've misread it.
That applies only to chargeable calls (although, to be fair, they split that information up so it's not easy to find).
Here's the bit you missed:
http://forums.moneysavingexpert.com/showthread.html?t=158656How are calls billed?
Your Primus Saver calls are billed per second. Calls that you make outside your Primus Saver call plan will carry a 4p (inc. VAT) minimum call charge.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
