Barclays Bank charge

Hello all,
I gave a post-dated cheque to a workman. He put it into his bank the next day and to my astonishment the funds were taken out of my account which, with the combination of my outgoings, left me over my reserve limit by £42. Consequently I am told that this means I have been charged a £22 penalty which is 'not refundable'.
I transfered the money from savings as soon as I realised what the situation was.
I have been with Barclays 18 years and not once been in over draught.
I stated my feelings to the customer services manager and told him that I felt very let down, penalised, and that my loyalty as a good customer to Barclays over the years was meaningless. He did not appear interested in my opinion on the matter, indeed it seemed that making £22 from this transaction was more important to Barclays than anything else I had to say.
I explained that given my good customer history with them, I am hugely frustrated at being told that the £22 will not be refunded, and as an aside this fee feels disproportionate to any real administration costs incurred by Barclays.
I received a letter explaining that my complaint was being dealt with and I would receive a response no later than 12th June. That date has passed and I have so far received nothing.
Does anyone have any advice on how I can get a response in order to get this £22 refunded or I will wish to go through the long-winded process of changing my current account holder to a bank that values loyalty?
