Benefit entitlement

Hi everyone
My brother, sil and 2 kids are coming back to the UK in Ocotober after living in the USA for 2.5 years. Previous to that they lived in Dubai, Hong Kong and Australia and in total lived outside the Uk for over 12 years. One of their kids was born here 3 years ago and the other born over there.
Does anyone know if they will be entitled to Child Benefit, WFTC while my brother sorts out a job. He worked here for 10 years before moving abroad and my SIL has never worked. Does it depend on NI contributions ?

Hi sorry if this is in the wrong place. Need advice on how much a single person with three kids would be entitled to. Friend has just had his income support stopped as childrens father is now paying maintenance. My friend is currently about forty pounds a week worse off. This does not seem right.
