Hardship, Priority Debts and repayment ??

Hi, I wonder if anyone can help. Are banks paying back charges 'under hardship' to people with priority debts before considering people with other debts.
I ask this because I have been trawling the forum and reading the various success stories and the not so successful and I may be wrong but it seemed that those who could prove substantial 'priority' debts seem to be successfull. I have a mix of both, and yes I have sent my hardship bank charge claim off last week. Im expecting the usual guff about being on hold.
Does anyone know about this, why would they consider paying out on a person with priority debt i.e council tax, court fines or electricity, and not a person with substantial 'other' utility bills and maybe a hefty credit card.
Its a minefield.....
Any info would be much appreciated.

Because a priority debt is a debt where substantial consequences can happen. Council Tax non payment can (although rarely) result in going to prison (only if you repeatedly ignored and purposely didnt pay despite having the money) and in the case of electric, you can be cut off. This is the difference between priority and normal debt. Good luck with your claim.
