Child car seat question

Children have to be either 12 years old, or over 1.35m tall to travel in a car without a child car seat.
Is the 1.35m measured barefoot, or with shoes and socks on?

    It doesn't say, but common sense would state with shoes on as what power would the police have to remove your child's shoes to measure them?
