It will have been valued taking into account the updating that needs doing. You can by all means offer away, just don't be surprised and/or upset when they inevitably say no.
I have repeated myself many times on these boards but shall do so again: No one prices their house at £190k hoping for anything less than stamp duty, and most people would simply not accept lower even if that is all their house is "objectively" worth. Just because a house is overpriced does not mean that the vendors should or will accept a lower offer. They may be forced to reduce when it has no interest, but that's a different thing entirely.0 -
