this looks like a nightmare.
standard size garage with concrete floor that someone painted (badly) yrs ago. paint used looks like the 'proper' red stuff but the surface probably wasn't sealed beforefand, because the paint is flaking away and it looks like a stephen king novel on dvd.
I thought about nitomor - ing the lot (with all the mess that entails) but was wondering if there's a better way of dealing with it.
anyone with ideas? I'd be genuinely grateful!

I would try physical removal rather than chemical for several reasons including cost, fumes, mess.
If it is flaking off already then most might come up fairly easily just by scraping with a suitable tool (from a spade to wall paper scraper). Otherwise try using a pressure washer on it.0 -
If it does not come off when it is pressure sprayed then it probably isn't going to come off at all.I can afford anything that I want.

Agree. Physically remove the loose stuff, apply concrete sealer and then floor paint. If there is some damp coming up, that might be why it is lifting in places.No free lunch, and no free laptop0

Before sealing I would use a floor etching solution to properly key the surface area. Otherwise, without a good key, the problem will happen again0
