Fraudlent Evidence issued from (London) Newham Council

My Council Borough has issued me with a Parking fine Just because the Blue badge displayed in the windscreen was 2minutes over!
I have challenged this and demanded them to send me photographic evidence.
They have sent 1 picture with the correct way of how i displayed the Blue badge and the other picture is of another random car they have picked.
How do i know this??
This is because The badge itself was sitting in the passenger side of the Dashboard and the Time clock badge was sitting in the Drivers side of the dashboard.
Now the picture they have sent of my time clock, displays it being presented sideways, I never ever display it in this way.
And you can also see the Time clock displayed in the passenger side dashboard of this random car, bit obvious as there is no steering wheel, LOL!
I now am in the process of writing my second letter!

That is quite a serious allegation. Are you sure your recollection is correct?
Show us comparative pics. Your car and the one you say is not your car.
With timeclocks reliant on just moving a clock hand as I remember and the general accuracy expected of actual clocks then 2 mins could probably be beaten at Adjudication. i doubt Newham would let it go that far.

As I said, serious allegation. To do this, if I'm reading correctly, they had to happen to find an identical or very similar car, that also had a blue badge and who just happened to have parked at the same time as you? Hmmmmmm.
Sorry for questions but just trying to get this right. I know full well what Newham are like. IME they stop short of outright lying.
They may, however, be reliant on the behaviour of the Vinci CEOs - but construction of such a fraud would be time consuming - and for what reason?
Surely, if someone wanted to issue a fraudulent PCN to you, they would come up with something a lot more slam-dunk than a 2 minute difference!0 -
It could all be in the way the photographs were taken.
Selective mix and match close ups being a favourite. We need to see them.0 -
I would have to second this question. Do the badges show exact times down to the minute?
I thought they were something like a childs play clock with moveable hands? (no offence intended). Maybe different versions.
As I said 2 minutes is certainly contestable anyway and Adjudications support it.
i remain dubious about the 'assumption' of fraud. Incompetence maybe.
As Cris says, this needs careful handling. If OP goes down the route of fraud without further explanation or proof then it will get nasty. Seems silly if there is a case anyway.
Raising 'doubts' about evidence is fine but outright accusation maybe not such a good idea.
