Yes it looks that way. There are futher checks you can do to see that the PSU is firing up when you press the start button but needs a multimeter and a steady hand.Named after my cat, picture coming shortly0 -
You would need a power supply tester (about £12 at Maplin). You can't test the output with a normal multimeter.
