BT Line Rental Issues...

I have my line rental with BT and up until last December I was in credit. Then they changed the amount they debited to wipe out the credit (can they do this without telling me?) Having just spent much of the last hour on the phone to them, they have admitted that they have made the mistake of reducing the charge from £13.50 to £3.50. They now tell me I'm £50 in debt but won't offer any assistance or help
Can anyone advise me on this issue?
