Because Scotland is different and the laws are different. Some things are better (IMHO) for tenants (one a, one e) -e.g. Landlord Registration - some less good e.g. no deposit scheme.just wondering why theres no tenents deposit protection scheme in scotland like there is in england?
The Scottish Government is looking into what to do on deposits north-of-the-border see..

One interesting number
"The amount of wrongly withheld tenancy deposits may be between £2.2m and £3.6m per annum "
Suggest you contact your MSP if you wish to have any influence...
If you feel really strongly I guess (I'm assuming you are a tenant/prospective tenant) the following would be the options...
a) Buy a property
b) Rent from Housing Association/Council
c) Rent outwith bonnie Scotland
d) Stay with mum 'n dad/mates
Cheers!
