Reclaim under hardship rules co-op

Hi All
Tried to reclaim my charges with Co-op Bank of £1800. Complete knock back, they really dont give a stuff about hardship rules. I am out of work for the first time in 20 years due to ill health. Didn't even get to fill in a budgeting form!! I am taking my case to FOS. Has anyone else had issues with the Co-Operative?

Why are you going to the FOS on bank charges if you do not give a stuff about hardship rules? That is all the FOS are looking at on bank charges. I'm baffled.0
