writing on pictures

Hi, I have a Dell studio 17 laptop, I would like to take a picture and write comments on the picture as if handwritten and publish on my blog, my laptop has windows media center, hp photosmart and a camera with a view and publish option, I know its a long shot but does anyone know how I could achieve the above, my techie knowledge is very basic to say the least so any help or suggestions would be great - thank you:)
