repaying over payments

Is 36 months the longest period of time that the tax credit system will allow you to pay back an over payment ?
My friend was told this by the help line, he owes £1100 and can only afford to repay £10 a month at the moment, until his circumstances improve, but they want £30.

  • I paid so much back to the T.C office over a year. They took about £10 a week off me and I thought that was it. But then out the blue I got a bailiffs letter saying that they were coming to collect money or goods to the value of over £3000, so I rung T.C and they said that my debt had been sold to a debt collector and so I rung them and they agreed to £50 a month for just over 4 years. I have only just finished paying!!!!!
