Who makes decissions on getting an overdraft?

I'm just curious, as anytime I ask A&L its an automatic no, and I have never had a charge, have my pay going in etc. I asked them and they said "Aw you must have a CCJ or something" I said I don't, they told me to contact the underwritting who say it never reaches them. Its not really that I want an overdraft just curious as to why its automatically a no when my partner who has a CCJ gets one anytime she wants. I have checked my credit file and there is nothing out of the blue on it,Its not great but neither is it poor, its better than my partners.

    Which credit report did you check? Equifax, Experian, etc?

    Overdraft decisions are made based on the bank's risk policy. This then dictates how the automatic computer-based decisions are made, and then dictates what manual underwriters/assessors will have to adhere to when reviewing decisions "real world."
