its because you have sold a certain value of goods within a certain time linit. Values can be found in ebays help files.
Due i beleive with money laundering rules, to lift this restriction you have to register more details about your self, more proof of id and verify your account. it may take aweek or so until some activity falls off the back of your acount and you can continue to trade.
