The report said in the five years from 2011, the predicted lower increases in budgets and the impact of the recession coupled with rising costs mean it is likely the NHS will face a real terms shortfall of £15bn.

This could have been predicted. "Oh no! We haven't got enough money to look after people when they're ill. Damn that worldwide recesssion that we definitely didn't create. No sir. Wasn't us."
There wasn't a "funding shortfall" to bail out the banks, was there? Or to start wars in Iraq and Afghanistan.

It's a non story ..long before 2011 the Conservatives will be in power and they will massively increase funding for the NHS and schools, reverse Brown raid on pensions and pay for this by remanding our money back from the banks... then they will be in power for the rest of the century.0
