They just will not release the money!!!

Abbey have agreed to refund me over 3k as i have claimed hardship and its 3 weeks since they wrote and told me they were sending me a cheque. 3 weeks, 3 promises and 7 calls later i am waiting for their latest excuse as to why the cheque hasn't left the payment section after being told several times it had. Arrrrrr!!!!!! God i'm frustrated with them. Can anyone offer any help with this??????????PLEASE.
