Attic Room Insulation

We have a 3 floor Victorian house with two rooms in the very top. The ceiling is just traditional, old, lathe and plaster over the joists. There is no effective insulation either floor or ceiling:(.
On the assumption that I should fix the roof insulation before the floor, what I would like to do is to put insulation on top of the existing the ceiling – not remove any of the current covering.
Are there any insulation boards I can stick to the underside of the ceiling to keep the room / house warm in winter and cool in summer?
I've heard of insulating paint and wallpaper - does this work?
I’d like to do it cost effective & DIY.

There is a product called sematap as recommended by energy saving trust, its around 8mm in thickness, on side is course the other smooth you just stick on walls/ceilings with recommended glue. The down side its is £150 or there about per roll, and no grants last time I looked. You can do it yourself, I got a free sample from them

If you could get serious insulation from a board that is only 8mm thick. Why would anyone bother putting in insulation that is over 250mm thick.I can afford anything that I want.
Just so long as I don't want much.0
