Attic Room Insulation

We have a 3 floor Victorian house with two rooms in the very top. The ceiling is just traditional, old, lathe and plaster over the joists. There is no effective insulation either floor or ceiling:(.

On the assumption that I should fix the roof insulation before the floor, what I would like to do is to put insulation on top of the existing the ceiling – not remove any of the current covering.

Are there any insulation boards I can stick to the underside of the ceiling to keep the room / house warm in winter and cool in summer?
I've heard of insulating paint and wallpaper - does this work?
I’d like to do it cost effective & DIY.
