Flashing LED on electric meter?

Can someone explain what this LED is? I see it starts when I put my electric boiler on. It says 1000imp/kwh on it, does each flash mean something per appearance?

    every 1000 blinks you've used 1 kwh I believe

    Digital meters have a flashing LED that is the equivalent of the rotating disc on older analogue meters. I think the LED just flashes more often the more electricity you are using - on an analogue meter the spinning disc just spins faster!

    I think 1000 imp/kWh just means 1000 impulses (flashes) for every kWh of electricty consumed.
