Flashing LED on electric meter?

Digital meters have a flashing LED that is the equivalent of the rotating disc on older analogue meters. I think the LED just flashes more often the more electricity you are using - on an analogue meter the spinning disc just spins faster!
I think 1000 imp/kWh just means 1000 impulses (flashes) for every kWh of electricty consumed.0
