No internet explorer on some users

I can only get internet explorer on one user, the others just come up with a freeserve signup screen that i can only close with the task manager.
I have never used freeserve and use firefox which is fine on all users.
I am running xp service pack 3.
I would think i need to remove freeserve but am not sure how to do this.
Any ideas will be welcome.

Have you tried to remove the freeserve software from the add remove programs menu in control panel0

I cannot find it in the add/remove programs menu.0

Try https://www.revouninstaller.com and remove it with that0
