You can't have broadband at all on a BT line with the Light User package. However this scheme is being wound up, so they will have to move up to a more expensive package unless they receive qualifying benefits which will allow them to use BT Basic. (Unlimited Weekend is the cheapest otherwise).
The BT deal requires you to take 12m or 18m line rental with them-why would they install a line free so you can move to TT?
Since her brother is on Virgin, why can't you just come to an agreement to share his cable connection-saving you both some money? No free lunch, and no free laptop

I've been on to talktalk and been told that i can have a new line put in for £59 (phone and internet) not just phone, think that is fantastic0

Pretty crazy having 2 BT lines and a cable line in one property though.
What do you mean by £59 for the phone and internet, it comes through the same single line. Rather depends what they are offering you as a monthly charge though. I'm guessing that is an 18m contract, so beware. No free lunch, and no free laptop
