As he does not owe the Uni anything, only the parkiung company, then its unlikely to be a problem.
I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.
  • I bet the debt to the parking company will count as one to the Uni too on their systems.

I think the OP needs to check whether the uni will award the degree whilst they ignore this fine.

Some Universities have a rule that they will not award a degree to anyone who owes money to the University or has any books overdue at the Library.
So he needs to check the University's rules carefully.

This will not be seen as a debt to the Uni.

For a start, the normal PPC deal is that the Uni would get a "compensatory payment" for every successfully recovered ticket. They will get nothing for and are highly unlikely to even be told about the number of people who have the sense to ignore the scam.

Besides, debts and charges need to be proportionate and reasonable - no court will accept the unreasonable "penalty" and grossly overinflated follow-on charges as a legit debt anyway.

Well for once I really really hope and wish that you are correct. because if you are the University is straight in the in the line of fire for legal action -which they will lose and for which a serious amount of money could be claimed due to the affect on lifetime earnings. This would be a very good thing. it would take two actions, an easy win in small claims and then consequential damages to follow.
If it went toi the following action i would settle for nothing less than an out of court settlement with the Uni for cancellation of all student fees, negation of any future claims and a six figure sum, at least 200,000 I think. - though it would be easy to show a justifiable 8 figure sum liability to the Uni with lifetime earnings and just a conservative NPR (do the sum syourself if you don't believe me).
Just one of the reason I would suggest going to the law dapartment at the university.
The professor will have a duty to protect the university from liability and this would be a large liability make no mistake about that.

But as usual I fear you are just making pro PPC posts to get people to pay up to scammers .

The point is that the student may have agreed to these rules when they started a degree course at the University.
So promising you agree that you are not entitled to a degree unless you pay off all your debts and then not paying off all your debts seems a very dubious thing to do. If this was accepted practice, no overseas student would pay their fees for the final year and every University would go bankrupt.

In this case, I suspect the car park is not managed by the University and so the debt is not owed to the University. It will be easy to check with the Students' Union. The advice from the Students' Union will be much better than the advice offered here.

Agreeing to rules and it being an enforceable contract are two very different things. And even if so (very doubtful) what consideration has the PPC given to give them standing to make a claim? If they manage it for the landowner then very likely none at all. How you can call it a 'debt' is beyond me as that is far from established.
