Gas problem

Hi

me and my family moved into a newly built Housing Association property about 3 years ago. Straight away I set all my accounts up for the property to pay monthly via direct debit. Now British Gas supply both gas and electric to the propert and arranged the electric payment plan with no problems, but when it came to the gas account I was told that they do not supply it.
I called the housing Association and they looked into it and got back to me that British Gas supply the gas aswell as the electricity. With this new bit of information I was back on the phone the British Gas and tried to set up a account with them, they again said they didn't supply it and that the housing association were wrong.
Backward and forth over months and nobody would help me, I had letters addressed to "the Ocuppier" asking for money which I was advised not to pay. Everytime I phoned up to get it sorted again I was told they don't supply it.
We had a British Gas worker on the doorstep who appologised for the problem, took all my wifes details to set the account up and said things will get sorted out. We never heard anything for months and the only thing my wifes details were used for was to send a packet of complimentary light bulbs to her.
A few months ago I dealt with somebody who works for a company called Richmond, who carry out work on behalf of Brittish Gas. They took all my details again, checked the meter and told me to give their offices a call in a few days. This I did to be told that they had passed all details over to Brittish Gas and that there was a problem with the meter in the property and being a house on a redeveloped site, there was a mix up on the meters.
Brittish Gas sent a bill out to me 3 months after Richmonds gave them my details worth around £1000. Now I am having problems setting up a payment plan that I can afford with them. I am on a low wage, and the only bread winner in the family but they are asking for £150 a month including electric to bring everything up to date.
I have done everything I believe I could to sort this out, although maybe a bit unsure at times as this is my first house away from parents but don't believe I should be bullied into paying high amounts for a problem I didn't create in the first place.

    What a sad state of affairs, Ive had similar experiences dealing with utility companies that read of a script rather than listen to what you are saying.

    From your post it would appear that you have done everything possible to contact BG re. your gas supply and billing. So should only be liable to repay the last 12 months gas usage. Although in your case I would argue the the whole lot. I successfully argued with Eon, or whatever they were called a number of years ago after not activating my electricity DD, they wrote off the full two years usage.
