Sky talk call connection charge

Sorry if this is elsewhere but i'm at my wits end with Sky. I was so pleased when the transition from BT went so well, the first couple of months was super cheap and because i'd been lied to by someone in there overseas call centre i missed out on the 3 months free and when i put this forward they just gave me £60 credit which was great and was why the bill was so cheap for a couple months but month 3 yielded a massive amount of call charges.
I was charged 11p then 13p later that month for making calls during the day. Now when you have a husband that doesn't answer his work phone very often you make a lot of calls during the day. The thing is, one peson at sky told me that I only get charged if the call connects ie. to an answerservice but one admitted that it charges for simply dialling (a fact the other one vehemently denied) however - i think i am charged for simply dialling the number and listening to it ring. I do vaguely remember there being mention of a connection charge in the literature i got when i joined but paying 13p a time to listen a phone ring is dispicable.
I have today asked to be put on the £5 anytime package but wonder if there will be another way they will fleece me.
Am i being unreasonable? Is this common practice for phone companies outside BT? Is there anyway i can dispute it? I am absolutely positive that the calls aren't connecting to an answerphone or person!!!
Also does anyone know the penalty for cancelling the phone and broadband contract?
